On July 1st 2025, the Minister for Health and Access to Care, Yannick Neuder, presented the national strategy for artificial intelligence (AI) and healthcare data [1] ("Strategy") at an exceptional Strategic Committee meeting.
Set up to take advantage of the development of AI in the healthcare field (e.g., improving the quality of care, optimizing patient pathways) and to take into account the entry into force, on March 26, 2025, of the Regulation on the European Health Data Space [2] ("EEDS Regulation"), this Strategy is made up of two chapters entitled, respectively, "Inter-ministerial strategy to build our national health data heritage" and "Building together the Ministerial Strategy on Artificial Intelligence at the service of health in France".
As the document points out, the strategy for AI in healthcare requires a coherent strategy for healthcare data, with which it is linked. Such an approach is, moreover, in line with the current dynamic at European Union level, linking the Artificial Intelligence Regulation [3] and the EEDS Regulation.
In this respect, the Strategy sets out a national trajectory to encourage the secondary use of health data and the creation of new health databases, building on initiatives already underway. This trajectory is organized around four axes :

As the document states, the strategy for AI in healthcare, covered by the second chapter of the Strategy, is being put out to consultation until the end of September 2025.
