The French health data hub “SNDS” : new databases added

The decree of February 7, 2025, published in the Official Journal on March 1, expands the list of databases included within the « catalog » of the French National Health Data System (hereinafter referred to as « SNDS »).

As a reminder, in accordance with Articles L1461-1 and following of the French Public Health Code, the SNDS is a centralized database managed under the joint responsibility of the National Health Insurance Fund (CNAM) and the State (Health Data Hub), which includes a main database consisting of the following « historical » databases :

  • health insurance data managed by the national health insurance information system, Système National d’Information Inter-régimes de l’Assurance Maladie, (SNIIRAM)
  • data from healthcare institutions, both public and private, managed by the Medicalization Program of Information Systems (PMSI) ;
  • medical causes of death (CepiDC of INSERM) ;
  • medico-social data from the information system of departmental houses for disabled persons (MDPH-CNSA) ;
  • a sample of data from complementary health insurance organizations.
  • Catalogs are so-called “real-life” databases added to the SNDS by the July 24, 2019 Law on the organization and transformation of the healthcare system, in order to enrich the possibility of re-using data for research purposes and within the framework of the SNDS’s purposes as defined by the law.

The decree of February 7, 2025 aims to integrate new databases, notably those from projects using artificial intelligence to analyse massive data, such as “APSOREN” for neural networks, « SEDAAR » for automated screening of eye diseases, « Precision Predict » for the study of tumor responses to treatment, and « TARPON » for the automatic processing of emergency room summaries. The P4DP warehouse database of general practitioners’ patient medical records has also been added to the SNDS.

This update reflects the health authorities’ determination to increase the variety of databases and the use of advanced technologies in the analysis of health data, in order to improve the quality of care and the efficiency of the French healthcare system.
